The Personnel Development Branch (PDB) is a part of the Office of Human Resources, in the State of Hawaii's Department of Education. This branch originated as the RISE (Respecialization in Special Education) program. In 2001, the RISE name was changed to the Recruitment and Retention Support Center (RRSC). The PDB name took effect in 2005. The purpose of the former RISE program was to provide inservice for professionals to become certified in Special Education. A need for the name change arose as the RISE program evolved to encompass much more than its initial responsibilities. This branch now serves both special education and general education professionals. The PDB's endeavors focus on helping to train, retain, and provide professional development opportunities for Hawai`i DOE professionals and paraprofessionals.

ParaEducator Training improves instruction and services to Hawaii's students through a comprehensive, competency based, systematic, training program.
